And Quicken 2017 started out using a Intuit ID, not a Quicken ID. Any patch version earlier than R11 is going to be trying to log into the Intuit server which no longer exists. So you need to update it.
As a long time user of Quicken for Windows, I switch to Quicken for MAC when my PC died at the end of 2017 and I did not want to invest in a new PC for just the one program that was needed. I had always heard that Quicken was not written as well for the MAC as for Windows but I was assured by their support department that it had been changed. While I do not know what it was like previously, it certainly was not anywhere close to what the Windows version was.
And let me clear up another point, all versions up to Quicken 2017 started life as Intuit products with Intuit Ids serving the same purpose as the Quicken Id in the case of logging in to register the product. But everyone of them got an update that changed from the Intuit Id to the Quicken Id. And of course the Intuit servers for registering have long been removed. That is why the process is always to first install the last patch so that you are sure you are even working with the Quicken Id instead of the Intuit Id.
Since copying the old config file into the new config folder did not work for you, then I'm sorry to say it appears your only option to access your data files for these 2015 and 2017 versions is to upgrade to subscription.
2017 is no longer a supported Quicken product. Quicken made a change to their product activation/initiation process that works fine with supported versions but does not work with unsupported versions.
I'm having the same problem, but I can't seem to get it to load successfully, even with my old QUICKEN.INI file. I have Quicken 2017. I had to have Windows 10 reinstalled on my laptop a week ago. I re-installed Quicken 2017 from my cd and when I tried to open it, I got a blank screen. I was able to find the old QUICKEN.INI file from my old hard drive; and I copied into the config folder. Then I tried to import my data from a back-up file, but now I get a screen that basically asks for me to subscribe. When I go back to look at the config folder, the QUICKEN.INI file has updated to today's date and time when I tried to launch my data file. I copied over the old INI file in three different places, I think - windows folder, config folder that was inside programdata, and I think in the app folder. It's like they system is overwriting my old INI file every time I attempt to open a data file.
Are you sure you're installing Quicken 2017 and not Quicken Subscription? The QUICKEN.INI file is in the C:\ProgramData\Intuit\Quicken\Config folder on Quicken 2017 and earlier and not C:\ProgramData\Quicken\Config.

I currently use Quicken 2017. Quicken is terminating Financial Institution downloads effective April 30, 2020. I don't like having to buy the software and then requiring a subscription besides. If I have to buy a subscription, the subscription should include the software.
Open the QIF file in a text editor. You are looking for the date format used in the file e.g. D25/03'2019 Day Month Year or D5/ 17'19 or D05/31/2017 Month Day Year etc. You will need this information later. If you get this wrong it will be apparent as the dates in Moneydance will be all over the place and you will need to start again creating a new data set.
The lead in section seems to offer opinions "simple to use" and "hence is likely to outlast all competing commercial solutions", rather than a neutral point of view. Is there a way to make them more neutral or if not, remove them? The article also assumes a starting point of a Quicken conversion. Shouldn't it first describe the software, the features and then jump to the issue of users who are migrating from Quicken. There is lots of very helpful information in this section. However it doesn't all conform to wiki standards (reference Wikipedia:Manual of Style). Some obvious examples are: use of first person "The following are steps that worked for me."; the sentence "If you find any information that is inaccurate, ..." reads like a forum post rather than a wiki article.
